Aru Consult Impact Hub Limited (ACIM HUB) is a Ugandan social enterprise and community-rooted development organization based in Soroti City, Teso Region. It designs and implements community development, health, education, digital inclusion, and policy advocacy projects. Its approach is participatory—working through local groups, district governments, and community structures to bridge the gap between policy and community needs.
What the organisation works on:
ACIM HUB’s core work includes livelihoods, community health (malaria prevention, maternal health, epidemic diseases awareness), rural development, climate adaptation and local adaptation finance, youth empowerment, digital skills, and social justice. Its emerging focus is digital equity and AI governance—specifically ensuring that rural and underserved African communities have a voice in AI safety and governance frameworks. It has also developed AI-related concepts such as the Teso AI-Digital Bridge Initiative.
Who is doing it:
The organisation is led by founding director Chris Aru. The team includes project management, community engagement, research, monitoring and evaluation, and finance/administration staff. For its AI governance work, key roles include a Research Lead, Community Engagement Coordinator, Policy & Advocacy Officer, and Finance/Admin Officer. ACIM HUB collaborates with district local governments, community groups, civil society networks, universities, and technology stakeholders.
Where it is up to:
ACIM HUB is an established, registered Ugandan social enterprise. It has implemented community health and development projects reaching over 15,000 people in the Teso sub-region. Its AI safety governance project—Inclusive AI Safety Governance: Amplifying Rural African Voices—is currently at the proposal/application stage for the grantmaking.ai Launch Round for AI Existential Safety. It is pending funding and has not yet begun implementation. If funded, it would run for 12 months, starting with ethics approvals, community entry, participatory research, policy brief development, multi-stakeholder workshops, and dissemination.

This project reduces catastrophic and existential risk from advanced AI primarily by strengthening the governance, legitimacy, and global diversity of AI safety efforts. It does not attempt to solve technical alignment directly. Instead, it addresses a structural gap: AI governance is being designed largely without the perspectives of rural African communities, who will be among the most affected and least able to influence or resist harmful deployments. A safety regime that excludes most of the world is unlikely to anticipate diverse failure modes, secure global compliance, or survive geopolitical shocks.

Inputs → Activities. ACIM HUB uses its community trust and a $50,000 grant to conduct participatory research with 120 farmers, women, and youth across six Teso districts; produce a policy brief; convene local and national multi-stakeholder workshops; and create a replicable methodology.
