• Publication tools and data sources (25%) — subscriptions to defence‑tech databases, AI‑monitoring tools, domain hosting, analytics, and design software for reports and visuals.
• Expert collaboration (15%) — small honoraria for interviews, peer review, transcription, and outreach to governance researchers and policy specialists.
• Operational costs (10%) — workspace, internet, and administrative expenses in Saudi Arabia/Bahrain.
• Contingency and expansion (10%) — reserved for scaling coverage, commissioning specialized analysis, or translating key reports for regional audiences.
