Conducting research into the creation of a Minister for Human Autonomy in the UK, a minister responsible for ensuring the continuous autonomy of humans in the age of AI. The project will consider advocacy steps, foundational research and project management towards this goal, including drafting policy recommendations.

Theory of Impact

Building resources to maintain human agency is a critical issue, as we are increasingly outsourcing decisions to AI in government, academia, civic society and business. This outsourcing process can pose threats to critical systems, critical infrastructure and misalignment risks in the military domain. Soon, we may reach a tipping point where we have outsourced so many decisions that we lose control over the systems that operate around us.

A UK Minister for Human Autonomy would have ownership over this problem, safeguarding citizens from mass automation of decisions, military threats, and deskilling risks. This could include the creation of an autonomy index, funded projects, and a new department of over 500 staff. Previous ministries have received international media coverage, such as the Minister for Loneliness and the Minister for Happiness (establishing the happiness index). These have also led to multi-billion dollar portfolios leading to systemic change on the issue of concern.
